Libya’s Tripoli-based Prime Minister Abd Alhamid Aldabaiba has received a senior Shell delegation in a high-level meeting aimed at accelerating the British energy major’s re-entry into the Libyan oil market. The delegation was led by Richard Howe, Executive Vice President of Conventional Oil and Gas, alongside Fakher Bader, Vice President and Head of the UAE and Iraq branch, and Martin Garvelink, General Manager of New Business Development.

Central to the discussions was the activation of a Memorandum of Understanding signed between the National Oil Corporation (NOC) and Shell in January. Officials reviewed mechanisms to fast-track Shell’s return to Libyan exploration and development, improve the efficiency of existing oilfields, and support broader production targets.

Prime Minister Aldabaiba reaffirmed his government’s commitment to increasing production, emphasising that collaboration with international energy majors is essential for technical and financial stability in the country’s oil and gas sector. He pledged to offer facilities and incentives to reinforce Libya’s position as a reliable energy supplier and drive economic growth.

The meeting was also attended by Acting Minister of Oil and Gas Khalifa Abdel Sadig and NOC Chairman Masoud Suleiman, signalling broad government backing for the re-engagement with Shell.
