The Fouta Refinery, currently under construction about 30 kilometers from Pointe-Noire, is expected to be completed in 2025. This strategic project is designed to decrease Congo’s reliance on imported refined petroleum, which amounted to $140 million in 2023.

Developed by the Chinese firm Beijing Fortune Dingheng Investment, the refinery will boast an annual production capacity of 2.5 million tons of petroleum products, including diesel and gasoline.

At present, Congo operates only one refinery, the Congolaise de Raffinage (CORAF), located in Pointe-Noire. Due to CORAF’s struggles to meet national demand, fuel shortages remain a recurring challenge. The $600 million investment in the Fouta Refinery is expected to mitigate these shortages, strengthen the country’s energy security, and encourage further investments in the downstream sector.
