The Chairman of Libya’s National Oil Corporation (NOC), Masoud Suleiman, has held high-level talks with a senior delegation from global oilfield services company SLB at NOC headquarters in Tripoli, as Libya continues its drive to modernise operations and grow production.

The meeting covered a substantive agenda: activating training programmes and technical workshops for Libyan personnel, deploying modern technologies in artificial intelligence, drilling operations and production optimisation, and expanding pathways for Libyan nationals to assume leadership positions at the regional and international levels.

Suleiman also pressed SLB to take a more active role in preparing and implementing development plans for Libya’s marginal fields — a strategically important segment of the country’s resource base that has historically attracted less investment than the country’s larger producing assets, but holds meaningful upside for incremental output growth.

The conversation fits within Libya’s broader push toward 1.6 million barrels per day in the near term, with an eventual ambition of 2 million bpd. For that trajectory to hold, international service companies with advanced technological capabilities will need to be deeply embedded in Libyan field development — making SLB’s engagement a meaningful signal of operational intent.
