Angola and Algeria are advancing the implementation of bilateral energy and mining cooperation agreements signed during President João Lourenço’s state visit to Algeria earlier this month, as the two African oil-producing nations work to convert high-level diplomatic commitments into concrete industrial and technical partnerships. Angola’s Minister of Mineral Resources, Petroleum and Gas, Diamantino Azevedo, held discussions in Luanda with Algerian Ambassador to Angola, Mounir Bourouba, focused on mechanisms for executing the agreements that came out of the presidential visit.
The Lourenço state visit to Algeria in May 2026 produced 12 bilateral cooperation agreements across several sectors, of which two were specifically dedicated to oil, gas, and mineral resources development — signalling the strategic weight both governments attach to energy collaboration. Ambassador Bourouba described the Luanda meeting as a continuation of the historic state visit and said the discussions were intended to ensure effective implementation of those agreements and to deepen institutional and technical collaboration between the two countries.
Among the concrete next steps being planned is a series of joint initiatives between Angola’s Sonangol and Algeria’s state-owned energy company Sonatrach, including cooperation between training institutions and universities linked to the oil and gas sector. Both parties said these programmes are designed to build technical capacity, support human capital development, and promote knowledge exchange between the two countries’ energy industries — an investment in long-term sectoral competitiveness that officials say complements the commercial and investment dimensions of the broader partnership. Angola and Algeria are both among Africa’s major oil producers, and the growing alignment between them reflects a broader continental trend toward South-South energy cooperation that leverages shared experience in hydrocarbon development, national oil company management, and resource governance.
