Namibia has officially launched its comprehensive national green hydrogen strategy, aiming to position itself as a leading global producer and exporter of green hydrogen and its derivatives. The strategy, endorsed by cabinet and presented by the Ministry of Mines and Energy, outlines a roadmap to leverage Namibia’s abundant solar and wind resources for large-scale electrolysis, targeting 3 million tonnes of green hydrogen production annually by 2040.
The initiative is projected to attract over $100 billion in foreign direct investment and create more than 15,000 direct jobs. Key pillars include the establishment of several “hydrogen valleys” in resource-rich coastal regions such as the Tsau //Khaeb National Park, where the $10 billion Hyphen Hydrogen Energy project is already underway. The government is offering tax holidays, streamlined permitting, and access to designated renewable energy zones to prospective investors.
Namibia also plans new port facilities and ammonia production plants to serve international markets, particularly in Europe and Asia, with the strategy emphasising local content development, skills transfer, and a mandated minimum level of local ownership and procurement across major projects. Discussions with Germany, the Netherlands, and other countries seeking to secure green hydrogen supplies are ongoing, with the government expecting to finalise several major investment agreements by late 2026.
