A 2025 MOU is bearing its first fruit as Shell presents technical findings on several key Libyan oil and gas fields

Libya’s National Oil Corporation (NOC) Chairman Masoud Suleiman has announced that Shell plc is finalising a major technical study on several Libyan oil and gas fields and will submit the final report to the NOC by the end of May 2026.

Suleiman disclosed the development following a meeting with Shell officials, held in the presence of senior NOC technical directors and the Chairman of the Arabian Gulf Oil Company (AGOCO). The meeting was described as a follow-up to a Memorandum of Understanding signed between the NOC and Shell in 2025, focused on enhancing cooperation in exploration and production.

During the meeting, Shell presented interim results of the technical study being conducted under the MOU — a study covering several important oil and gas fields with the aim of assessing their technical capabilities and opportunities for production development. Shell confirmed it is finalising the study and will deliver the final report before the end of May, a document the NOC said will support its plans to increase production rates and maximise utilisation of the country’s oil and gas reserves.

The two sides also discussed broader technical aspects related to exploration and development programmes, and how Shell’s expertise and advanced technologies could support the NOC’s efforts to implement high-quality projects that contribute to the sector’s overall development.
