COMMUNIQUE ISSUED BY THE AFRICAN PEACE MAGAZINE UK, AT THE CLOSE OF HER 2ND EDITION OF THE INTERNATIONAL AFRICAN ENERGY, OIL AND GAS SUMMIT WITH THE THEME, BALANCING THE NEED FOR SMOOTH ENERGY TRANSITION IN AFRICA AND THE ROLE OF ARTIFICIAL INTELLIGENCE IN THE ENERGY SECTOR AT INTERCONTINENTAL HOTEL MIRAMAR, LUANDA ANGOLA FROM THE 30TH OF NOVEMBER 2023 TO THE 4TH OF DECEMBER 2023.


PREAMBLE

  1. The 2nd Edition of the International African Energy, Oil and Gas Summit was held at Intercontinental Hotel Angola from the 30th of November 2023 to the 4th of December 2023, with the Theme, Balancing the need for smooth Energy Transition in Africa and the role of Artificial Intelligence in the Energy Sector.
  2. There were about 240 (two hundred and forty) registered conferees. The Conference comprised of 6 plenary sessions, 15 speakers, 8 panelists and 2 moderators.
  3. The Conference was declared open by His Excellency, Jorge Miguêns Augusto the Deputy Governor of Luanda representing the Governor of Luanda province H.E Manuel Homem. The Keynote Speaker at the opening ceremony was Professor Anthony Olusegun Adegbulugbe, (Chairman Green Energy International Ltd (GEIL) former Special Adviser on Energy Matters to the former President, Federal Republic of Nigeria. Ably represented by Prince (Barr.) Olusegun Ilori Board member and director at Green Energy international ltd
  4. Dr. Joseph Tolorunse Authority Secretary and Legal Adviser, Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) was the special guest speaker.
  5. The Chairman of the APM, Hon Justice Suleiman Galadima JSC, OFR, CFR delivered the opening address.
  6. Mr. Abdulkarim Sa’id of Nigerian National Petroleum Corporation (NNPC) delivered a technical presentation on: Determination of weathering Depth within the Upper Cretaceous and Tertiary Sedimentary Succession in the Upper Benue Trough, NE-Nigeria using Uphole Seismic Refraction Technique
  7. His Royal Majesty Makitu III – Kingdom of Kongo hosted the delegates to an elaborate welcome party/ dinner on the 30th of November 2023.
  8. His Royal Highness Sir, David Serena-Dokubo Spiff, Ada IX, Paramount Ruler of Spiff Town, Bayelsa State. Delivered a paper titled Harnessing our Natural Resources for a sustainable future
  9. Dr. Udochu Ogbonnaya (Executive Director Green Energy International Ltd (GEIL) Delivered a paper titled Accelerating energy access and a green transition to drive economic transformation and jobs, and generate more fiscal revenues.
  10. Her Excellency, Lourdes Caposso Fernandes, Member of the Angolan Parliament graced the golf tournament.
  11. The Honourable Minister of Energy and Water. H.E. João Baptista Borges, ably represented by Mr. Kiala Pierre, Director of International Cooperation, also delivered a paper.
  12. H.E. Professor Monique Oshame Ekpong (KSJI), the outgoing Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Nigeria to the Republic of Angola, in her remarks welcomed all participants and emphasized the importance of cooperation and understanding between both countries.
  13. The Summit featured presentations, exhibitions, dinners, golf tournament and a host of others. The venue for the Golf Tournament; was the 18th Hole Championship Golf Course of the prestigious Magais Golf & Resort Court Luanda Angola. Prince ( Barr.) Olusegun Ilori of Green Energy international won the Golf tournament.
  14. Mr. Msuega Tese of integrated Solutions Angola gave a technical presentation on Artificial intelligence.
  15. Exclusive African Energy oil and Gas Icon Award was presented to Dr. Tolorunse Adebola Josepe, Abdulkarim Sa’id, Dr. Udochu Ogbonnaya, Mr. Eduardo Fairen Soria, H.E. João Baptista Borges, Mr. Lello Francisco Chairman of Angolan’s Agency for private investment and Exports promotion (AIPEX), H.E Manuel Homem, H. E Dr. Lawal Faruk, 11. Malado Ikechucku Esq by the Chairman of African Peace Magazine Honorable Justice Suleiman Galadima JSC, OFR, CFR (Rtd.)
  16. Goodwill messages were received from:

  1. The Working sessions of the Conference focused on three main themes:
    a. ROUNDTABLE 1 Intra African Trade and Investment
    b. ROUNDTABLE 2 African Energy, oil and gas: need to embrace renewable energy
    c. ROUNDTABLE 3 The African Aviation Industry: Challenges and prospect
    After exhaustive discussions on the papers and extensive deliberations on the themes of the conference, the conference rose with the following observations and recommendations.
  2. The Summit observed that most African Countries rich in oil and gas like Nigeria and Angola, are yet to be able to eradicate poverty, thus the Citizens are not benefitting maximally from the proceeds of the oil revenue.
  3. The Summit observed that African economy is heavily reliant on oil and gas, as such there is an urgent need to diversify the economy.
  4. The Summit agreed that there is an urgent need to accelerate the transmission from fossil fuel to green energy.
  5. It was also agreed that all products from oil must be used, and there must be an end to gas flaring in Africa.
  6. The Summit commends Green Energy international ltd for been the first Nigerian Company to establish a modular LPG extraction plant, thereby eliminating associated gas flares in Nigerian stranded oil fields. “The Otakikpo field innovative strategy”
  7. The Summit notes that energy transition in Africa is not just a challenge; it is an opportunity to redefine our economy, create jobs, improve the lives of our people, and protect our environment. With A.I. as our ally, we can reap the benefits of this golden opportunity.
  8. The Summit observed that Africa’s economic potential has been constrained by many structural issues, including inadequate infrastructure, tariff and non-tariff barriers to trade, fundamental obstacles to investment, uncertain government policies and reluctance of previous governments to take the necessary bold steps required to achieve sustained economic growth.
  9. The Summit expressed disappointment over Africa’s paradoxical situation of having natural resources that are not adequately utilized for Africa’s industrial development, one of which is clearly seen in the energy and oil and gas sector. Despite substantial gas reserves in Africa, it is still unable to explore gas to achieve adequate electricity generation.
  10. The Summit recognized Africa’s potential in terms of mineral wealth and human resources, emphasizing the enormous opportunities available.
  11. The historic reliance on fossil fuels has had adverse impacts on the environment, while the world’s energy needs are growing. Like many other regions, Africa has the difficulty of striking a balance between environmental sustainability and energy needs. There are several requirements for a seamless energy transition. It includes the need to lessen the negative effects of climate change while promoting economic growth, ensuring energy security, and reducing carbon emissions. Achieving these goals requires embracing renewable energy sources including biomass, solar, wind, and hydro.
  12. Artificial intelligence provides novel approaches for energy system optimization because of its abilities in data analysis, machine learning, and predictive modelling. The production, distribution, and use of energy are all being revolutionized by AI. AI optimizes energy generation through improved operational efficiency, better resource allocation, and demand pattern forecasting made possible by predictive analytics. Artificial intelligence (AI)-powered smart grid solutions dynamically control the distribution of energy, improving grid stability and allowing for variations from renewable sources.
    Recommendations
  13. Conference resolved that sustained broad based economic growth and poverty reduction are critical to Africa’s economic growth and stability.
  14. Specifically Summit called on African States and Governments to refocus efforts on infrastructure development, improve power generation, improve agricultural productivity, and expand jobs in rural areas. There should also be greater attention on youth employment through education and entrepreneurship skills training.
  15. The Summit issued a cautionary message, highlighting the diminishing relevance of Africa’s current natural resources in the face of the imperative shift towards renewable energy solutions driven by climate change concerns. It stressed the urgency of embracing the new economic realities of the 21st century that will overshadow the significance of present natural resources.
  16. The Summit stressed the need for a smooth energy transition, there is need to embrace Artificial intelligence.
  17. The Summit analyzed the critical issue of security and its intertwined relationship with economic prosperity
  18. The Summit notes the severe impact of insecurity on Africa’s development and examined the various factors contributing to this challenge. Key observations included the devastating effects of terrorism, non-participation of communities in security efforts, unemployment’s link to unrest and the need for regional cooperation and intelligence sharing.
  19. The Summit recognized the detrimental role of porous borders, globalization’s influence on crime dissemination, inadequate security personnel training, contentious land allocation, indiscriminate release of suspects, government’s inaction against insecurity, and the presence of ungoverned spaces.
  20. All personnel responsible for preventing, controlling, and/or cleaning up oils spills in Africa should do more, they should be trained and to follow the Standard Operating Procedure. Training should be conducted annually. All spills should be documented and maintained. This should involve the host communities, the companies and the government.
  21. The Summit noted that Local content development is fast becoming a strategic management issue for multinational extractive companies in Africa with significant efficiency and profitability implications. As local content statutory regulators aim to increase the average local content value in the Africa’s oil and gas industry. There is an urgent need to embrace the spirit and the letter of the laws in other to achieve the desired results.
    These recommendations reflect the collective commitment to strengthening the need for a smooth energy transition aided by AI in Africa and promoting equity and good governance with the ultimate goal of Getting It Right by achieving a prosperous, rich and peaceful Africa.
