Libya has become a key focus of Turkey’s expanding energy strategy as Ankara seeks to boost its regional influence and secure new oil and gas sources. Despite ongoing political instability and the risk of renewed civil conflict, Libya is pushing forward with ambitious plans to increase oil production.

Masoud Sulaiman, Chairman of Libya’s National Oil Corporation, has announced intentions to boost output from the current 1.4 million barrels per day to 2 million barrels per day by 2028. Achieving this goal will require investments between $3-4 billion to first reach an interim target of 1.6 million barrels per day.

For Turkey, involvement in Libya represents more than energy interests; it’s a strategic move to gain broader influence in the region’s post-conflict reconstruction. The partnership aligns with President Erdoğan’s vision of transforming Turkey into a crucial energy hub connecting Eastern and Southern producers with Western markets.
