TotalEnergies and its partners are poised to resume construction on the massive Mozambique LNG project by mid-2025, following successful resolution of financial, security, and human rights concerns that had previously stalled the landmark development.
“The site is now secure and ready for construction to begin,” confirmed TotalEnergies CEO Patrick Pouyanné in his announcement of the project’s imminent restart.
The $20 billion development, involving the Golfinho and Atum gas fields and a two-train liquefaction plant with 12.8 million-ton-per-annum capacity, represents one of Africa’s largest private foreign direct investments. Security challenges in Mozambique’s Cabo Delgado region had forced delays, but recent progress, including a $5 billion loan approval from the U.S. Export-Import Bank in March 2025, has cleared the path forward.
TotalEnergies holds a 26.5% stake in the project and is working alongside Mitsui, ONGC Videsh and Mozambique’s national oil company ENH to bring the transformative development to fruition.
