The Government of Mozambique has relaunched a tender process for a 30 megawatt solar photovoltaic project in the Dondo district of Sofala Province, renewing a competitive procurement designed to attract an independent power producer to develop, finance, construct, and operate the facility as part of the country’s push to expand renewable energy capacity.

The process, overseen by the Ministry of Mineral Resources and Energy in partnership with the Energy Regulatory Authority, falls under Mozambique’s Renewable Energy Auctions Promotion Programme — a framework established in 2020 to increase electricity generation, diversify the national energy mix, and draw in private sector investment through transparent competitive bidding.

The programme is supported by the European Union and implemented with technical assistance from the Agence Française de Développement, and targets the development of approximately 120 megawatts of combined solar and wind energy capacity across the country. The Dondo project represents a key component of that overall pipeline.

The tender is structured as a pre-qualification process, with interested developers required to submit expressions of interest by June 22, 2026. Authorities expect to proceed to the request for proposals stage later in the year, with the eventual independent power producer responsible for the full project lifecycle from financing and construction through to long-term operations.

The relaunch highlights the Mozambican government’s determination to accelerate clean energy deployment and strengthen the resilience of its power sector at a time when the country’s energy infrastructure faces pressure from both growing demand and the impacts of climate-related disruptions.
