ExxonMobil is looking to significantly deepen its manufacturing and commercial footprint in Egypt, with its Global Vice President of Lubricants Dan Moore meeting Egypt’s Petroleum Minister Karim Badawi to explore expanded cooperation in high-performance synthetic grease production, premium lubricants distribution, and petroleum refining modernisation — signalling fresh confidence in Egypt’s energy sector as the government makes good on its commitment to settle long-standing financial arrears owed to international partners.

ExxonMobil officials confirmed that Egypt is a strategic market and a strong regional hub for the company’s export ambitions into Africa, the Middle East, and Europe, citing the country’s advanced manufacturing infrastructure, technical expertise, and established production facilities in Alexandria and 10th of Ramadan City. Locally produced oils are currently exported to more than 30 countries, with expansion to 45 markets planned in the near term. The company expressed a desire to increase investment in manufacturing capacity, advanced technologies, and the production of premium synthetic greases, describing Egyptian technical expertise as a core pillar of its regional operations.

The meeting came as Badawi simultaneously underscored Egypt’s commitment to clearing its financial slate with energy partners. Outstanding arrears owed by Egypt to international oil and gas companies have already been reduced from $6.1 billion in June 2024 to $714 million as of the end of April 2026, with the government targeting full settlement by the end of June. Badawi urged partners to proceed with five-year production maximisation plans and outlined a package of investment incentives alongside modern contracting models — including Integrated Project Management and Lump Sum Turnkey structures — designed to accelerate horizontal drilling, hydraulic fracturing, and enhanced recovery to substantially raise domestic output and reduce Egypt’s growing reliance on imported hydrocarbons.
