Algerian Minister of State for Hydrocarbons and Mines, Mohamed Arkab, received the Ambassador of the Sultanate of Oman to Algeria, Saif Bin Nasser Al Badai, accompanied by a delegation from Abraj Energy Services company headed by Chairman of the Board, Ayad bin Ali Al-Balushi, to discuss strengthening bilateral cooperation in hydrocarbons and mining sectors.
The meeting focused on existing partnerships between Sonatrach Group and Abraj Energy Services, including the Memorandum of Understanding signed in April 2024 and the Term Sheet agreement signed in May 2025 under the patronage of Algerian President Abdelmadjid Tebboune and His Majesty Sultan Haitham bin Tariq of Oman. These agreements aim to establish a joint venture specializing in integrated petroleum services, covering drilling, maintenance, well services, and project management.
Both parties discussed defining the technical, legal, and economic framework for establishing this company in Algeria, with particular emphasis on ensuring the transfer of technology and expertise as well as the enhancement of local competencies. Officials from both nations praised the existing level of cooperation between the two institutions, affirming their shared commitment to advancing this strategic project, which is expected to contribute to developing the national petroleum industry’s capabilities and advancing energy services in Algeria.
The discussion also covered prospects for expanding cooperation areas to include petrochemicals, crude oil and liquefied natural gas marketing, exchange of expertise, and specialized training, opening opportunities for mutually beneficial partnership projects. Arkab reaffirmed Algeria’s commitment to strengthening cooperation and investment with the Sultanate of Oman, calling on Omani companies to take advantage of promising opportunities offered by Algeria’s hydrocarbons and mining sectors. He encouraged the development of successful partnerships across Africa within the framework of the national vision aimed at establishing Algeria as a regional hub for energy and petroleum services.
The partnership represents a significant step in Algeria’s strategy to enhance its petroleum services sector through international collaboration while building capabilities that can serve broader African markets.
